Learning about the empresario contracts being offered by the Mexican government, Power moved to Matamoros, Mexico in 1821, then later moved to Saltillo where he became a Mexican citizen. In 1828 James Power and his partner James Hewetson received an empresario contract to settle 200 Catholic families between the Lavaca and Guadalupe rivers along the Gulf Coast of Texas. Half the families were to be Irish and half were to be Mexican. The settlement became known as the Power and Hewetson colony. James Power was one of the signers of the Texas Declaration of Independence from Mexico in 1836.
