Jose Vasquez BORREGO died about 1770. Jose Vasquez Borrego was the owner of the Hacienda known as San Juan del Alamo, in the state of Coahuila about 25 leagues north of Monclova. The Hacienda was near the Presidio San Juan Bautista.
In 1750, hearing of Escandon's settlement plans and needing additional grazing lands for his large herds of cattle and horses, Borregos went north from San Juan del Alamo and explored the region between the Rio Grande and the Nueces Rivers as far east as the coast. He then chose a spot on the left bank of the Rio Grande (now the Texas side) and established a new hacienda in the vicinity of where the Arroyo Salado enters the Rio Grande. He then petitioned Escandon to incorporate his new ranch into Escandon's plans for settlement, which proposal was readily accepted by Escandon, a close friend. On August 22, 1750, Escandon granted 50 sitios (about 221,420 acres) of "ganado mayor", or grazing land, to Jose Vasquez Borrego. Thus was the new hacienda of Nuestra Senora de los Dolores established.
Escandon obviously regarded his good friend with great esteem, reporting to the viceroy after his 1753 visit that "This man has fulfilled his contract to the letter, both in the number of families and the number of horses and cattle that he has transported to this place. And he has prospered. This settlement, Your Excellency, I am informed is the only one on the north bank of the Rio Grande, with the exception of El Paso, forty-eight leagues from Chihuahua. Only a man of valor, devoted to the royal service would have dared to settle among the many nations of Indians that lived along the banks of the lower river."
Escandon's intent had been for Borrego to establish both a village and a mission. Borrego did establish Laredo as a village but kept Hacienda Dolores as a private estate. Prior to the establishment of Laredo, a ferry service was maintained at Hacienda Dolores to cross the Rio Grande. Once Laredo was established, most people preferred to cross the river there.
In his will, Jose Vasquez Borrego left the northern third of his land (Dolores) to his daughter Manuela. He left the middle third (Corralitos) to his son-in-law, Juan Antonio Vidaurri, And the lower third (San Ygnacio) he left to his grandson Jose Fernando Vidaurri.
